- onitors and reviews all aspects of PCD functions on projects to ensure that the quality of the cost engineering is in accordance with the established company procedures and expectations. E
- nsures that the cost control processes are consistently applied across the project. S
- upervises and assists the PCM and assigned team in preparing and presenting costs and any other special project performance/status reviews as required. P
- resents draft proposal budgets for cost proposal reviews and refines budget templates and narratives as necessary. W
- orks with assigned business line management to address any problems or concerns related to the project and/or PCD staff functions. W
- orks with Operations and Tendering in preparing Preliminary Project Execution Plan (PPEP) during the proposal phase and with the Project team in preparing the final PEP immediately after a project is awarded. S
- ets up cost reports in a standardized format as defined by the project’s requirements, develops, implements and maintains planned versus actual tracking sheets for various line items within project budgets. A
- nalyzes costs and reports on anomalies, fluctuations, unusual occurrences or other spending concerns that could impact the project's final cost forecast and expected completion date. P
- rovides technical guidance in Cost Management and Control Change Management Forecasting. P
- rovides technical guidance, training and staffing support in cost engineering projects within a specified country area. P
- rovides comments and recommendations for cost engineering requirements for staffing and project control. Prepares detailed staffing plans for cost engineering activities. M
- aintains safety standards and complies with Company’s Health, Safety and Environment Management System requirements. T
- akes reasonable care of your own health and safety and that of others in the workplace. F
- ollows and maintains Company Quality standards in accordance with Company Quality System requirements. I
- nforms themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International and ensures continued compliance with these requirements while employed by Hill. P
- erform other duties as assigned by the line manager/supervisor.
- achelor's degree in Business Administration, Quantity Surveying, Law and Engineering, Construction Management, or equivalent degrees from an accredited university in KSA. A
- t least 10+ years of experience in cost control, including holding the position of cost manager in mega projects. E
- xperience in performing, controlling and reviewing costs for engineering disciplines, financial reporting systems and on-site cost analysis. S
- tatistical know-how in the fields of sampling distribution, probability, hypothesis testing, knowledge, supervision, personnel management, and training of technical and non-technical work staff. T
- he ability to plan, organize, perform, review, and present the outputs of cost engineering, cost estimation, and measurements, including the outputs of planning and scheduling independently, with minimal supervision and judgment in general, from the perspective of knowledge related to the technical skills of planning, scheduling, engineering design, and construction practice. - erbal and written communication skills. A
- dvanced knowledge of engineering, procurement, contracts, construction and start-up processes. K
- nowledge of engineering and construction management written over time through specialized education or practical experience. T
